Just a re-design of "The God of Muay Thai".
I was thinking this is maybe, five to ten years after losing to Ryu. Sagat regains his composure and trains harder than ever to, not only, regain his kick boxing champion status, but also to beat Ryu. He doesn't need Bison or his orginization to back him, although he does pick up a corporate sponsor to stay funded on his journey back to the top!

Yeah, those bastards made him trade in his traditional blue shorts for the flaming shorts of doom!
I actually got the idea from random net pics of muay thai outfits and other fighters. Some of which can be really over the top with graphics and logos.
